    electron liquid in the fractional quantum\r\nHall state at \U0001D708 = 2/3 and
    study optically probe the collective excitations in both the edge and bulk via
    photoluminescence spectral energy shifts. Applying a voltage pulse with an offset
    significantly enhances the excitation signal. Real space and time-resolved measurements
    reveal the dynamics of the bulk excitations, with estimated group velocity of
    approximately 3E+4 m/s. "
